Michael Jackonis joined the Firm as an associate attorney in 2006 after a career in the Navy JAG Corps with a specialization in health law. Mr. Jackonis focuses on health care and general corporate law (with an emphasis on non-profit corporate law), as well as Federal grants management law. In particular, Mr. Jackonis handles issues involving Medicaid and Medicare reimbursement, managed care contracting, federal grants, anti kickback laws, "Stark" laws, antitrust, graduate medical education, clinical research, peer review, medical and mental health record privacy under HIPAA and other federal and state laws, EMTALA compliance, and other areas of health law compliance.
Mr. Jackonis is also affiliated with the firm's military law practice advising Uniformed Services personnel, with particular experience relevant to Armed Forces Medical Department and USPHS Commissioned Corps cases, including Graduate Medical Education Committee (GMEC) residency probation and termination hearings and appeals, Peer Review cases, Medical Board and Physical Evaluation Board (PEB) cases and petitions for relief, and Board for Corrections petitions (Military, Naval, Air Force, Coast Guard and USPHS Commissioned Corps).
Mr. Jackonis counsels a wide variety of health care clients, including federally qualified health centers and other private and public health care providers. Mr. Jackonis provides counsel to these clients on a wide variety of transactional matters including general advice on corporate issues internal to health care provider governance and operations, as well as external affiliations with hospitals, oral healthcare providers and behavioral healthcare providers.
Mr. Jackonis provides pro-bono legal services to Soldiers Undertaking Disabled Scuba (SUDS), a non-profit organization that helps improve the lives of injured soldiers through SCUBA training and open water certification. Learn more at: http://www.sudsdiving.org/index_sub.php?did=9
Prior to joining the law firm, Mr. Jackonis served as Staff Judge Advocate (general counsel) for the National Naval Medical Center and Navy Medicine National Capital Area, Bethesda, MD, and on the staff of the Navy Surgeon General and the Chief of the Bureau of Medicine and Surgery as Assistant Counsel for Health Law and Policy. He retired from the Navy with the rank of Commander.
