Stacia Davis Le Blanc

Stacia Davis Le Blanc is a recognized leader in the areas of government contracts and grants, federal audit defense, and administrative law and is currently serving as chair of the Government Contracts Section of the Federal Bar Association.
Ms. Le Blanc possesses significant expertise in contract and grant compliance, bid protests, disputes, terminations, audit resolutions and appeals, cost disallowances, conflicts of interest, suspensions and debarments, eligibility determinations (including faith-based organizations), intellectual property and federal real and personal property rights under grants and contracts, subcontractor and subgrantee issues, statutory construction, regulatory interpretation, legislative earmarks, appropriations law, and legal challenges under the Administrative Procedures Act.
Prior to joining the Firm, Ms. Le Blanc had a long and distinguished career in the federal government serving in the Office of General Counsel within the U.S. General Services Administration and the U.S. Department of Commerce. In that capacity she represented the federal government in numerous actions in federal district court, the Court of Federal Claims, Government Accountability Office, and the General Services Administration Board of Contract Appeals. Of special note is her work on the implementation of the Federal Financial Assistance Management Improvement Act of 1999, Public Law 106-107, by assisting the interagency committees drafting the future grant rules, terms, and conditions that are now being codified in the new Title 2 of the Code of Federal Regulations.
Ms. Le Blanc has provided training to federal grantees and contractors, grants officers, program officials, contracting officers, and several Congressional committees and has been both a speaker and panel moderator at meetings of the National Grants Management Association, National Contract Management Association, Federal Bar Association, and the American Bar Association.
