With respect to Federal Grants and Government Contracts, Ms. Ghiladi handles such matters as Federal and State bid protests on behalf of prospective Government contractors, and advises grant recipients of a wide variety of Federal and State grant funds concerning grant requirements, cost accounting issues, and cost disallowances.  She assists clients with matters concerning contract interpretation, negotiation, and compliance.  She served as the law firm's key person when the firm provided employees of the U.S. Department of Housing and Urban Development (HUD) with technical assistance, training and certification in the area of grants management and administration in 2003.

In the area of Health Care Law, she advises individual community health centers, health maintenance organizations, managed care organizations and national associations on managed care relationships, compliance with insurance statutes and regulations, Medicaid requirements, corporate affiliations and transactions, employment matters and MIS contracts.   She assists health care providers, primarily managed care organizations and community health centers, in matters involving Medicaid and Medicare reimbursement, audit issues, the submission of cost reports, and represents them in litigation before U.S. District Courts and in State administrative actions.  She also advises and represents health care providers in bid protest actions involving State Medicaid programs and represents clients in health care-related qui tam actions.
