Region VII Pre-Conference with Feldesman Tucker: Legal Issues in Human Resources, Crisis Management, and Hot Topics in Head Start
In May 2010, Ted Waters and Zoë Beckerman presented at the Region VII Head Start Leadership Conference in Kansas City, MO. Their Pre-Conference training, entitled "Legal Issues in Human Resources, Crisis Management, and Hot Topics in Head Start," focused on ensuring that both new and long time Head Start and Early Head Start programs understand the legal issues surrounding Human Resources, Crisis Management, and Hot Topics in Head Start. Understanding these issues is important, because failure to comply with the rules increases your program’s exposure to risk and consequences.
Specifically, the training covered a wide range of topics, including:
- The roles of the Governing Board and Policy Council in human resources;
- What the Head Start Act and regulations require you to include in your personnel policies and your Standards of Conduct;
- Steps on hiring employees and getting Policy Council approvals;
- Terminating employees;
- 5 Steps to a Good Board;
- Conducting Internal Investigations;
- Tips for Managing Crises; and
- A discussion of New and Hot Topics in Head Start.
