Running a federally-funded Head Start or Early Head Start grant has never been more challenging. The myriad requirements, coupled with increased accountability and transparency, make running these programs high stakes. This training provides information from trusted and experienced Head Start and federal grants attorneys, Ted Waters and Zoë Beckerman, who for years have provided advice and counsel on the day-to-day issues that arise in running your program. It will also provide needed opportunities for you to share ideas and best practices with your colleagues from across the country.
Description of Training Content:
In this live, hands-on training, we'll discuss the hottest news in Head Start grants administration. OMB is considering an "Omnibus Circular" that would revise the current grants administration requirements, cost principles, and audit circulars. This would represent major changes for all agencies.
OMB Circulars & Selected Items of Cost
We will address the nuances of the federal Office of Management and Budget Cost Circulars and discuss key differences for your specific type of organization (including single-purpose HS/EHS programs, community action agencies, school districts or local governments, tribal governments).
- Attention will be paid to the allowability of costs and cost allocation.
- We’ll also address selected items of cost that we have identified as particularly problematic for programs. These include, but are not limited to: personnel matters, settlements, employee morale costs, and more.
- Issues leading to common cost disallowances, such as time and effort reporting, will also be covered.
Grants Administration
We will also concentrate on critical grants administration topics that all programs need to ensure you get right. Some of these cause programs lots of trouble. They include:
- Procurements
- Matching (non-federal) share
- Budget flexibility
- Special award conditions
- And more.
Based on our experience helping clients over the years, we will provide tips and techniques for how best to tackle these issues. And, you’ll have ample opportunities to share ideas with colleagues from across the country. All participants will receive materials including slides and supplementary sources.

Length of the Training:
2 Days - 8:30 am to 4:30 pm on November 8th and 9 am to 4:30 pm on November 9th (Exact Times TBD)
You will be on your own for breakfast, lunch, and dinner. Light snacks and beverages will be provided on breaks during the training.

Cancellation Policy for this Event:
For this live training event, FTLF will issue a full refund for cancellations received in writing prior to October 18th, 2012 (3 weeks prior to the start of the event). Should you need to cancel, please contact vwhite@ftlf.com. Should you have scheduling or other last minute problems after our cancellation cut-off date (within the last 3 weeks prior to the start of the event), FTLF will not issue any refunds. However, during that time, if you contact vwhite@ftlf.com, we can accommodate changing the name on a reservation to someone else within your organization or we may be able to accommodate transferring the registration to another already-scheduled upcoming live event.
