The biggest news to hit the Head Start community in some time is here – the new Head Start rules on designation renewal are out! In response, Ted Waters and Zoë Beckerman are pulling together an important 2-day training with special guest experts to help us cover the legal, programmatic, and practical issues you need to know.

What Does this Training Cover?
This training will cover the in’s and out’s of the new Head Start Recompetition Rule to ensure that your program understands it and knows what to expect. Specifically, this training will cover:

- Comprehensive training on school readiness and developing effective systems for high quality programs;

Together, Ted Waters and Zoë Beckerman, partners at the law firm of Feldesman Tucker Leifer Fidell LLP, have advised and counseled numerous programs across the country on the day-to-day regulatory and operational issues that arise in managing their federal grants and running Head Start programs. In addition, they have litigated numerous Head Start cases involving appeals of cost disallowances, program terminations, and related issues. They also lead trainings across the country and present webinars for the National Head Start Association’s Legal Advisory Service (“LAS”) year-round. For years, LAS has provided high quality, cost effective training for Head Start agencies. In all of their trainings — both live and online — Ted and Zoë identify and break down the laws and regulations that govern Head Start management, what each means on a practical level, and how you can help ensure that your program is in and will stay in compliance.
Jerry Parr, of Breakwater Associates LLC, is the former Senior Director of the Head Start Monitoring Project at Danya International and the former Executive Director for the Division of Early Childhood Mississippi Band of Choctaw Indians. For the past six years, he has worked closely with the Office of Head Start to provide subject matter expertize to the national monitoring system design team, has worked on the design and implementation of CLASS since its inception as a Head Start tool including determining the correct number of CLASS reviewers required per monitoring visit, quality of CLASS reports and has been part of the OHS CLASS Workgroup that was formed to help shape CLASS implementation policy as part of Designation and Renewal.
Seth Kopald has worked in the field of early childhood education for the past seventeen years, including eight years providing training and technical assistance to Head Start programs. Mr. Kopald is a seasoned trainer at the national level and has served as a college instructor for Early Childhood Education. He has a Masters in Education with a focus in Early Childhood Education and is currently completing a Ph.D. in Organizational Management. Mr. Kopald is an independent consultant who assists Head Start programs with School Readiness priorities and will be bringing his expertise to this Summit through Breakwater Associates.

This training is appropriate for Executive Directors, Head Start/EHS Directors, Compliance Officers, Compliance Committee members of the Board, Other Senior Management, but all are welcome.

Cancellation Policy for this Event
For this live training event, FTLF will issue a full refund for cancellations received in writing prior to February 6, 2012 (3 weeks prior to the start of the event). Should you need to cancel, please contact dspiegel@ftlf.com. Should you have scheduling or other last minute problems after our cancellation cut-off date (within the last 3 weeks prior to the start of the event), FTLF will not issue any refunds. However, during that time, if you contact dspiegel@ftlf.com, we can accommodate changing the name on a reservation to someone else within your organization or we may be able to accommodate transferring the registration to another already-scheduled upcoming live event.
