Kathy Ghiladi practices in the areas of federal grants law and government contracts, health care law, and corporate law and has an active litigation practice spanning all four of those areas. 

Highlights of Recent Results Obtained for Clients:

Successfully challenged the proposed debarments of a prospective government contractor and of a former federal employee.

Persuaded the Government to reverse the revocation of a client's security clearance.

Successfully resolved entire grant disallowance (that approached $1 million) on behalf of a federal grantee.

Assisted a number of community health centers across the country in obtaining higher prospective payment system rates as well as full supplemental payments for Medicaid services.

Summary of Practice Areas:

With respect to federal grants law and government contracts, Ms. Ghiladi handles such matters as Federal and State bid protests on behalf of prospective Government contractors, and advises grant recipients of a wide variety of Federal and State grant funds concerning grant requirements, cost accounting issues, and cost disallowances.  She assists clients with matters concerning contract interpretation, negotiation, and compliance.  She served as the law firm's key person when the firm provided employees of the U.S. Department of Housing and Urban Development (HUD) with technical assistance, training and certification in the area of grants management and administration. 

In the area of health care law, she advises individual community health centers, health maintenance organizations, managed care organizations and national associations on managed care relationships, compliance with insurance statutes and regulations, Medicaid requirements, corporate affiliations and transactions, employment matters and contractual obligations.   She assists health care providers, primarily managed care organizations and community health centers, in matters involving Medicaid and Medicare reimbursement, audit issues, the submission of cost reports, and represents them in litigation before U.S. District Courts and in State administrative actions.  She also advises and represents health care providers in bid protest actions involving State Medicaid programs and represents clients in health care-related qui tam actions.

In the corporate law field, Ms. Ghiladi represents small and large businesses, including nonprofit organizations (comprised primarily of professional and trade associations), in the course of which she advises clients on organizational, governance, and risk management issues.  Ms. Ghiladi also frequently counsels both corporations and individual clients on employment and personnel issues, and has given presentations concerning employment matters, risk management, and forms of business organization.  Her corporate work also includes responding to Government investigations and audits.
