Stacia Davis Le Blanc is a partner in the Federal Grants Group practice of the firm specializing in the areas of government grants, cooperative agreements, and contracts, federal audit defense, and administrative law.
Prior to joining the firm, Ms. Le Blanc had a long and distinguished career in the Office of General Counsel within the U.S. General Services Administration and the U.S. Department of Commerce. In that capacity, she represented these agencies in numerous actions in federal district court, the Court of Federal Claims, Government Accountability Office, and the General Services Administration Board of Contract Appeals.
Of special note, is her work on the implementation of Public Law 106-107, the Federal Grants Streamlining Act, where she participated on the interagency committees drafting the new proposed grant regulations and terms and conditions to be codified in Title 2 of the Code of Federal Regulations. Ms. Le Blanc is a recognized leader in federal grant and contract law, providing training to grantees and contractors, several Congressional committees, grants officers, program officers, and contracting officers, as well as speaking engagements and moderating panel discussions for the National Grants Management Association, National Grants Partnership, Federal Publications Seminars, National Contract Management Association, Federal Bar Association, and the American Bar Association.
Ms. Le Blanc has expertise in contract and grant compliance, bid protests, disputes, terminations, audit resolutions and appeals, cost disallowances, conflicts of interest, suspensions and debarments, eligibility determinations (including faith-based organizations), intellectual property rights, federal real and personal property rights under grants and contracts, subcontractor and subgrantee rights and responsibilities, statutory construction, regulatory interpretation, legislative earmarks, appropriations law, and legal challenges under the Administrative Procedures Act.
