Professional Information:

Ms. Holmes has over 30 years of experience in administration and public health, focusing in on primary health care, since founding and establishing the Health Federation of Philadelphia in 1983.

Since 1987, Ms. Holmes has devoted her career to developing primary health care services and programs for the medically underserved in senior level positions such as Deputy Executive Director, Chief Executive Officer, and Interim
CEO in the regions of Philadelphia, PA, Trenton, NJ, Los Angeles California, and Jersey City, NJ.  

Ms. Holmes continues to participate in program development activities, diagnostic reviews of troubled primary health care operations, and has extensive experience in transitioning FQHCs from hospital, municipal and managed care operations into free-standing organizations. In addition, Ms. Holmes is a highly regarded mentor for senior level and executive leadership in a variety of health care settings.
 
Between 2003 and 2005, Ms. Holmes served as Deputy Commissioner for Public Health, NJ State Department of Health and Senior Services. As Deputy Health Commissioner, she spearheaded a state supported initiative to establish Federally Qualified Health Centers in medically underserved areas throughout the state of New Jersey. The leveraging of state support to establish primary health care operations resulted in federal grants for FQHCs and FQHC Look-Alike centers in 19 of New Jersey’s 21 counties. Today, there are over 75 FQHC operating sites in the State.
 
Ms. Holmes continues to provide management and administrative support services to hospitals, managed care organizations, state agencies, critical care retirement communities, behavioral health organizations, and health care insurers.

Senior Consultant with FT Solutions, a health care consulting subsidiary of Feldesman Tucker Leifer Fidell LLP.
