Professional Information: 

Andrew joined Feldesman Tucker Leifer Fidell in 2009, and practices in the Firm’s litigation group, representing federal grant recipients in federal and state courts, and before administrative agencies.  Andrew’s practice centers around administrative law, particularly in the context of litigation against the U.S. government under the Administrative Procedure Act, but also includes other areas of law that affect federal grant recipients. 

From 2007 through 2009, Andrew practiced in the Washington office of Mayer Brown LLP, where he practiced primarily in the areas of securities, antitrust, and white-collar litigation.  From 2006-2007, Andrew served as a law clerk to U.S. District Judge Cynthia M. Rufe in Philadelphia.  From 2005-2006, Andrew served as a law clerk to Associate Judge Geoffrey M. Alprin, in the Civil Division of the District of Columbia Superior Court.  

Current representations include:

  • Representing a faith-based non-profit corporation that provides services for the homeless in litigation against the U.S. Department of Health and Human Services
  • Representing a rural community health center in numerous matters, including federal litigation against a state government
  • Representing a consortium of non-profit manufacturing consulting firms in litigation against the U.S. Department of Commerce
  • Representing a federal employee in an employment-discrimination case before the Equal Employment Opportunity Commission
  • Representing a major U.S. city in a Medicare appeal proceeding within the U.S. Department of Health and Human Services 

Past representations include:

  • Representing a government contractor in an extensive federal grand-jury investigation
  • Representing a pharmaceutical manufacturer in antitrust litigation brought by the Federal Trade Commission
  • Representing numerous companies and individuals in proceedings brought by the Securities and Exchange Commission, and other regulators of the securities industry
  • Lead appellate counsel for prisoner in suit against correctional officers, arising out of physical injuries sustained in federal prison.  Representation included briefing and oral argument in the Seventh Circuit
