Marcie H. Zakheim

Marcie Zakheim specializes in health care law, particularly in the areas of federal grants, grant-related requirements and grants management for health care services; non-profit corporation law, including governance; Medicare and Medicaid services and legal requirements; federal health care fraud and abuse law; provider networks and affiliations; corporate compliance programs for health care providers; and managed care contracting.  Ms. Zakheim's work includes:

  • Assisting and providing advice to providers and provider-based consortia in maintaining compliance with statutory and regulatory requirements related to governance, administration and operations, including evaluation, development and negotiation of organizational documents, corporate policies and procedures, and various types operational agreements.
  • Reviewing, developing and providing advice regarding Federal grant applications and management.
  • Review and analysis of, and drafting legislative proposals for, statutory and regulatory programs affecting the health care industry.

Ms. Zakheim counsels the National Association of Community Health Centers and provides technical assistance services and advice to various health care providers and provider-based consortia, national and state associations, and public agencies across the country.  Ms. Zakheim also conducts a variety of training programs, seminars and webinars on issues related to health care governance, implementation and operations, and has written various issues briefs, information bulletins, advisories, manuals and articles on a wide array of health care-related issues.

Prior to joining Feldesman Tucker Leifer Fidell LLP, Ms. Zakheim worked as a consultant for the George Washington University (GWU) School of Public Health and Health Services (formerly the Center for Health Services, Research and Policy) within the George Washington University Medical School.  Currently, she serves as a contractor to the School of Public Health and Health Services and serves as a part-time Professorial Lecturer of Health Policy.
