Over the course of his career, he has advocated upon behalf of Head Start programs, Federally Qualified Health Centers, and Community Action Agencies to ensure that these organizations are in the best position to carry out their missions.
A veteran litigator, Jim has successfully represented federal grantees in some of the most important court decisions in the areas of federal grants and health law, including Nat’l Family Planning v. Sullivan (1992) and Action, Inc. v. Donovan (1986).
He is admitted to practice in the District of Columbia and Maryland, and before the United States Supreme Court and the Federal Circuit Court of Appeals.
