Marcie H. Zakheim, a Partner at the firm, specializes in health care, particularly in the areas of federal grants, grant-related requirements and grants management related to the federal health center program. Health centers turn to Ms. Zakheim as a resource for knowing not only the letter of the law, but also the likely interpretation of requirements by federal policymakers, including the Health Resources and Services Administration.

At the same time, Ms. Zakheim utilizes her experience to advocate at the federal level for greater legal and policy flexibility to support the health center program and promote innovation in service delivery. Ms. Zakheim counsels the National Association of Community Health Centers (NACHC) and provides technical assistance services and advice to various health care providers (including health centers) and provider-based consortia, national and state associations, and public agencies across the country.

Ms. Zakheim also brings her knowledge directly to the field by furnishing a variety of training and education workshops to NACHC, State and Regional Primary Care Associations, and individual health centers and other providers. Ms. Zakheim conducts a variety of training programs, seminars, and webinars on issues related to health care governance, implementation and operations, and has written various issues briefs, information bulletins, advisories, manuals, and articles on a wide array of health care-related issues.

Prior to joining the firm, Ms. Zakheim worked as a consultant for The George Washington University (GWU) School of Public Health and Health Services (formerly the Center for Health Services, Research and Policy) within the GWU Medical School. Currently, she serves as a part-time Professorial Lecturer of Health Policy to the School of Public Health and Health Services.

Ms. Zakheim’s advice and counsel assist health centers in applying flexible, creative solutions that enable them to fulfill legal requirements while also meeting the unique needs of their communities and patients.

  • Conducting on-site preventive and preparatory reviews for providers.
  • Assisting and providing advice and legal document development and review to providers and provider-based consortia in collaboration and community partnerships.
  • Reviewing, developing and providing advice regarding federal grant applications and other submissions to regulatory agencies.
  • Assisting and providing advice to health centers on compliance with federal programmatic and grant requirements impacting governance, management and operations.
  • Evaluating and analyzing statutory and regulatory programs affecting health centers, and drafting legislative, regulatory and policy proposals, comments and field advice in connection with such programs, as well as reviewing and drafting appropriate legal documents.
