Martin J. Bree has dedicated his entire career to serving the needs of health centers both inside government and out. From 1998 through 2004, Mr. Bree directed the Health Center Federal Tort Claims Act (FTCA) medical malpractice program, influencing much of the policy that is in effect today. His 28 years as a Public Health Service Officer working with HRSA and health centers give him a unique ability to help clients craft solutions to their grant and FTCA related problems. Serving in an Of Counsel role for the firm, Mr. Bree’s clients benefit from that government experience.

Mr. Bree understands health center operations and government/health center relationships, advising clients on appropriate courses of action when faced with difficult agency decisions. He assists health center clients on the entire scope of matters related to the FTCA program, such as completing applications, incorporating the FTCA into compliance programs, expanding the scope of project and preparing for litigation if that becomes necessary.

  • Development of policies and procedures necessary for a successful FTCA Deeming Application.
  • Providing assistance and solutions to reduce gaps in FTCA coverage.
  • Preparing Reconsideration Requests when FTCA coverage is denied.
  • Assisting health centers prepare for HRSA OSV and FTCA site visits and developing responses to findings.
  • Assisting health centers in developing relationships with other institutions while maintaining FTCA coverage.
