Rosie Dawn Griffin is a senior associate whose practice is at the intersection of the firm’s Health Law, Litigation and Government Investigations, and Federal Grants practice groups. She counsels and litigates on behalf of a diverse group of federal grant recipients, including Federally Qualified Health Centers and Head Start programs.

Rosie has significant experience in matters relating to government-sponsored healthcare programs including Medicare and Medicaid, with a particular focus on managed care. She advises clients on compliance with regulatory and program requirements and assists clients to assess and mitigate fraud and compliance risk, including through internal investigations.

Rosie also defends clients across a wide range of business sectors facing investigations and litigation under the False Claims Act and similar statutes. Rosie brings deep knowledge to this work, and a unique perspective, having worked for many years at an elite relator’s side firm representing whistleblowers in False Claims Act cases. Her years of False Claims Act experience allow her to guide clients through all phases of a government investigation, from responding to civil investigative demands and subpoenas through litigation.

Rosie began her legal career at the Department of Justice (DOJ), Executive Office for Immigration Review, where she served a two-year DOJ Honors Program clerkship in Immigration Court. In law school, Rosie litigated on behalf of victims of domestic violence in two clinics and received multiple commendations for her international human rights pro bono work.

Representative Matters

  • Represented a whistleblower under the qui tam provisions of the federal False Claims Act in a government-intervened litigation alleging the nation’s largest Medicare Advantage Organization knowingly avoided an obligation to return over $1 billion in false claims for payment to the Medicare Program.
  • Recovered over $900,000 in a False Claims Act matter involving allegations of knowing avoidance of US customs duties.
  • Represented whistleblowers in confidential submissions to the Securities and Exchange Commission alleging complex financial fraud schemes and violations of federal securities laws.
  • Represented and advocated for numerous whistleblowers in ongoing government investigations that cannot yet be disclosed, including matters involving federal procurement, medical billing and coding practices, and alleged violations of the Stark Law and Anti-Kickback Statute.
