CLIENT ALERT: OMB Announces Likely Substantial Revision of Uniform Guidance, 2 CFR Part 200 this Summer and Fall

In her update to the National Grants Management Association (NGMA) this morning at NGMA’s annual training conference in Washington, DC, Deidre Harrison, Deputy Controller, Office of Management and Budget (OMB), announced that OMB’s current efforts to update the Uniform Guidance will likely entail a substantial redrafting. Ms. Harrison shared that OMB hopes to have the draft language available for public comment in August or September of this year with a final version issued in December 2023.

Ms. Harrison also shared that it is likely the Department of Health and Human Services (HHS) will adopt the revised language rather than issue a separate set of grant management requirements, which it currently does via 45 CFR Part 75.

Given the apparent thoroughness of the pending revisions, keep an eye on any OMB upcoming announcements in this area. On February 9, 2023, OMB issued a Request for Information related to this effort. Though the announcement posed relevant high-level questions to industry, it did not convey the potential scope of redrafting implied in today’s announcement.
