Feldesman Tucker Leifer Fidell LLP is pleased to announce that it has named Scott Sheffler as partner.

Scott Sheffler is a member of the Federal Grants and Health Care practice groups.  Scott has a diverse practice area in matters of federal grant law, government contract law, and health care law. In addition to litigation services, Scott offers his clients specialized guidance in cost disallowance and grant termination appeals before the HHS Departmental Appeals Board, assisting grant recipients with compliance advice, and guiding grant recipients in responding to subpoenas from the Department of Health and Human Services (HHS) Office of Management Board and Budget (OMB) Office of Inspector General.

In the area of health care law, Scott advises federally-funded entities on affiliations, service contracts, and subawards, assisting them in negotiating and structuring such transactions in a manner that mitigates risk and is consistent with their obligations under applicable health care laws and federal funding-related requirements.

Mr. Sheffler holds a J.D. from University of California, Los Angeles, School of Law, and a B.A. from George Washington University. Prior to joining the firm, Scott practiced with the U.S. Navy Office of General Counsel, advising on government contract matters and government investigations. Prior to that, he served as an officer in the Navy Judge Advocate General’s Corps where he advised Commanders on administrative, criminal and operational law matters and represented individual clients in administrative and criminal defense proceedings.
