Feldesman Tucker Leifer Fidell LLP is pleased to announce that it has named Carrie Bill Riley as partner.

“Carrie is an all-around superstar, not only going the extra mile for her clients with expertise, insight and finesse, but never hesitating to act as a mentor for the firm’s younger attorneys.” said Jacki Leifer, Partner, Health Care Practice Leader.

Carrie Bill Riley is a member of the Federal Grants and Health Care practice groups.  Ms. Riley’s work focuses on implementing collaborations among Federally Qualified Health Centers (FQHCs), behavioral health organizations, local health departments, and hospitals to improve care coordination and reduce costs. She advises clients on the spectrum of the different affiliation options within the constraints of federal fraud and abuse laws, such as the Anti-Kickback Statute, and requirements applicable to FQHCs.  In addition to providing guidance regarding affiliations, Ms. Riley advises clients regarding numerous compliance-related issues related to obtaining FQHC status and operating in compliance with applicable Health Resources and Services Administration requirements.

Ms. Riley holds a J.D. from the Boston College Law School and a B.A. from Bucknell University.  Prior to law school, she worked for four years at the JSI Research & Training Institute, Inc., a public health research and technical assistance organization, assisting Title X family planning providers.
