  • Successfully assisted District of Columbia health care provider in a claim for full reimbursement of added costs when the DC government mandated a particular software system be implemented for data sharing through a unilateral contract modification.
  • Representation of a Maritime Administration contractor in a payment dispute.
  • From prior government experience, regularly advised contracting officers on contract modifications and resulting requests for equitable adjustment and contract claims.
  • Represented disappointed offerors and intervenors in federal contract bid protests before the Government Accountability Office (“GAO”), including the successful representation of a professional services firm in protesting a significant Department of Energy award, and the representation of an intervenor pertaining to the Air Force’s award of a contract for communication services.
  • Represented disappointed offerors on state contract matters before state boards of appeal in the District of Columbia, Hawaii, and Michigan.
  • From prior government experience, advised multiple federal contracting officers on all manner of contract formation matters, from acquisition planning, solicitation and contract drafting, administration of the competitive award process, and defense of bid protests at the agency, GAO and Court of Federal Claims levels.
  • Successfully challenged proposed debarments of a prospective government contractor and a former federal employee.
  • Assisted community-based health care provider (and federal grantee entity) in evaluating small business subcontracting plan requirements set forth in a Department of Veterans Affairs Request for Quotes (“RFQ”), ultimately assisting the provider/offerors in satisfying the VA that small business subcontracting opportunities were not available within the scope of the client’s activities under the contract and resulting in prompt award of the contract.
  • Advised multiple clients on the applicability of the Small Business Administration’s (“SBA”) alternative size standards and affiliation rules as they relate to SBA Paycheck Protection Program (“PPP”) loans.
  • From prior government experience, assisted DoD contracting agency with structuring and administering cascading small business set-aside procurements and successfully navigating bid protests related to the same.
  • Assisted small business IT contractor with establishment of small-business-preference-program-compatible joint venture arrangements, advised regarding similar potential business models, and assisted with associated agreements, including relevant non-disclosure agreements for negotiation of potential future opportunities.
  • Advised large nonprofit entity with respect to SBA size standards and affiliation requirements, as applied within the context of the SBA’s Section 7(a) Paycheck Protection Program (“PPP”) loans.
