Over the last fifty (50) years, the Health Center Program—administered by the Health Resources and Services Administration (HRSA)—has grown from a small demonstration project to an extensive network of over 1,400 federally qualified health centers (“FQHCs” or “health centers”) that collectively serve over 28 million people.

FTLF has assisted health centers throughout the evolution of the Health Center Program. For 40 years we have supported hundreds of organizations across the country navigate the complex requirements associated with operating a health center, either as a grantee of HRSA federal funds or as an entity that does not receive funding but is designated as a “FQHC Look-Alike”.

Our attorneys bring extensive experience in helping clients on various matters related to the Health Center Program. These include assisting new and existing health centers in preparing for HRSA Operational Site Visits (OSVs) and other government agency audits, responding to questions about federal grants management and HRSA programmatic requirements, providing guidance and advice regarding billing, contracting, Federal Tort Claims Act (FTCA) coverage, the 340B Drug Discount Program, and other regulatory requirements impacting health center compliance and operations, and assisting health centers and national, regional and state health center consortia with their legislative and advocacy efforts around the Health Center Program.

We assist clients in identifying collaboration opportunities, considering their unique goals and potential partners, and supporting the health center from the planning process through implementation.
