Working with Department of Health and Human Services (“HHS”) Program for decades, Feldesman attorneys have closely followed the development of federal grant law and practice across its varied operating divisions – from the Health Resources and Services Administration (“HRSA”), to the Administration for Children and Families (“ACF”), to the Substance Abuse and Mental Health Services Administration (“SAMHSA”).

While all components HHS are subject to 45 CFR Part 75, the HHS Grants Policy Statement, the HHS Grants Policy Administration Manual, and HHS-specific appropriations riders impacting grantees, the interpretations and tendencies of each major operating division (and event their subdivisions) vary.
